The legal age for online betting comes from PAGCOR, and it is 21. A website’s tick box cannot lower it. On its responsible gaming page, PAGCOR lists under-21s among those it bars.
That covers casino floors and online platforms. This article sets out who else is barred and how a player checks a platform.
Legal Age for Online Betting: Who May Not Play

Casino Age Limit Philippines: 21 on Every Platform
Land casino or online platform, the age line in the country does not move: 21. Every licensee must also print PAGCOR’s tag line, which says gaming is 21-and-above. Its other two phrases urge fun and responsible play.
Do: treat 21 as the floor on every site you open. Don’t: accept a lower age from a tick box and carry on.
How to Check That a Platform Is Licensed
The PAGCOR Guarantee site, pagcorguarantee.ph, opened on 18 June 2025. PAGCOR keeps its licensed-platform list there. For brand-by-brand matching there are two PDFs dated 20 October 2026: the first pairs accredited system administrators with each brand and host they run, the second lists every brand and host cleared for a licensed casino.
Search twice: brand, then host. A near-miss host is someone else. Right brand, wrong host still counts as no match.
Do: check the brand name and the domain together. Don’t: accept a licence code that a page types out for itself.
Red Flags to Watch for
A PAGCOR statement of 12 September 2023 cautioned that sites showing its logo without permission can expose your personal and financial details. A public notice from the regulator names three sites that produce counterfeit certificates. A pasted certificate image proves nothing.
POGO Meaning: A Different Subject
POGO stands for Philippine offshore gaming operator. It is a separate subject from a player’s age, and the PAGCOR pages used here do not define it, so this site does not either.
Also watch for payment requests to a personal account. For copies of 90JILI-style lobbies, see how to spot a fake online casino.
Do: report an illegal site through the CICC route PAGCOR lists. Don’t: send a deposit to a private person’s wallet.
Sabong and the Law
Since 2022 e-sabong has been halted across the country. Executive Order 9 of 28 December 2022 extended that halt. In September 2024 PAGCOR’s chairman was quoted as saying there was no plan to revive e-sabong. Traditional licensed cockfights fall outside that order, and they are not online.
Do: treat any online cockfight betting offer as outside the law until a new order says otherwise. Don’t: confuse a sabong-themed promo name with a legal market.
Where to Go Next
After the age and licence checks, set money limits with the casino bankroll management guide. More on the 90jili blog covers the full shelf. When you are ready, use your own 90jili login or the register page.
Do: keep PAGCOR’s help line, (02) 8248-9568, saved in your phone. Don’t: wait for a bad week to look it up.
